The GRA rolled out the implementation of the Electronic Transfer Act (“E-levy”) on the 1st of May, 2022.
You have probably realized that there have been no additional charges on your transfers on online payment over the past few days. We were able to bear the E-Levy cost for the first few days of implementation whilst the GRA and industry clarified a few issues for consumers. However, from today, you should see the E-levy applied on your domestic money transfers.
Here is some additional information about what to expect:
1. The E-levy applies only to domestic money transfers.
2. Paying for goods and services does not attract the E-levy. This means you will not see any additional E-levy charge for paying for all other services on platforms like expressPay ( e.g. airtime, internet / data, DStv, electricity, school fees, etc.).
3. You have daily exemptions on your domestic money transfers:
a. Sending money from your card to a bank account (e.g. using our Bank Direct service) qualifies for a GHS 20,000 daily exemption. This means, you will only be charged the E-levy on amounts you send above GHS 20,000 a day;
b. Sending money from your card or mobile money wallet, to another mobile money wallet qualifies for a GHS 100 daily exemption. Similarly, sending money from your mobile money wallet to a bank account also qualifies for a GHS 100 daily exemption. This means you will only be charged the E-levy on amounts you send above GHS 100 a day;
c. Transfers to your own accounts (either bank account or mobile money wallets) are meant to be exempt. However, in the short term, you will be charged the E-levy. If this happens, you can reach out to us to request a refund. You will need to send us proof of ownership of the destination account so we can request the refund from the GRA on your behalf.
4. Using Scan to Pay at the 10,000+ expressPay merchant locations is exempt from the E-levy. Similarly, paying merchants via the expressPay short code – *246# is exempt from the E-levy. Paying on any expressPay POS terminal is also exempt from the E-levy.
5. Sending money from abroad on expressPay (e.g. from the UK to a mobile money account or bank account) is not assessed the E-levy. Remittances are exempt.
6. The E-levy when applied on your domestic money transfers, is 1.5% of all cumulative daily transfers beyond the exemption threshold. For example, in the case of sending to mobile money, if a person sends GHS 40 for the first time during the day, and later sends another GHS 60, which sums up to GHS 100, they will not be charged. However, any money transfer made after that on the same day will be charged.
