A former Ohio insurance agent was arrested on federal charges on June 2 on allegations of defrauding scores of people in the Cincinnati and Dayton areas and obtaining two COVID Paycheck Protections Program loans unlawfully. Ex-Ohio Insurance Agent Arrested for Defrauding Customers
Seneca Birchmore, 44, of Cincinnati, lost his insurance agent license in 2019 after he was caught creating insurance policies for individuals who didn’t want them in order to receive fees.
After losing his license, Birchmore allegedly stole the names of two additional insurance agents and used them to issue more life insurance policies for people who did not want them, according to court filings. Birchmore is accused of depositing commissions from dozens of local client victims into his personal bank accounts.
Victims complained to local police authorities that money was being routinely siphoned from their bank accounts for insurance policies they had never bought. The majority of the victims are elderly people who live in Dayton, Englewood, Middletown, and Cincinnati.
Birchmore’s first phony insurance policies under his own name as an agent netted him more than $8,000 in fees. The commissions for insurance written using other agents’ stolen identities amounted more than $80,000.
Birchmore is also accused of obtaining two COVID Paycheck Protection Program loans totalling more than $40,000 via a second scam. On both loan applications, Birchmore reportedly said that he operated a firm in his name and that his gross revenue for 2019 was more than $13 million. It is said that such a company does not exist.

Fraud with emergency aid is a federal offense that carries a maximum sentence of 30 years in prison. Social security fraud involves a maximum sentence of five years in jail, while aggravated identity theft carries a mandatory sentence of two years in prison.
